The review was conducted by Ms Simone Webbe and Professor Patrick Weller AO.

Ms Simone Webbe

Ms Simone Webbe is a former Deputy Director-General (Governance) of the Queensland Department of the Premier and Cabinet.

In her decade of distinguished service with the Premier's department, Simone served two Governors, three Premiers and five Directors-General. Over that period she was also Clerk of the Executive Council of Queensland.

Simone's other appointments have included Queensland Representative on the National Bravery Decorations Council, National Council for the Order of Australia, and the National Counter-Terrorism Committee, Director of Queensland Events Corporation, Director of Brisbane Riverfestival Pty Ltd, Member of the Queensland Commemorative Events and Celebrations Committee, and Deputy Board Member to the South Bank Corporation.

Simone brings to this review extensive experience with machinery of government matters and governance, including from different roles and perspectives relevant to government bodies. She can be credited also with the first publication of the Government's Welcome Aboard: A Guide for Members of Queensland Government Boards, Committee and Statutory Authorities and the first web publication of the Register of Statutory Authorities.

Simone is a barrister, with public administration qualifications and is Director of ratio d. pty ltd Strategic Business Consulting Services. Most recently, she was a member of the independent panel that reviewed freedom of information in Queensland.

Professor Patrick Weller AO

Professor Patrick Weller is the Premier of Queensland Chair of Public Management and director of the Centre for Governance and Public Policy at Griffith University, where he has held a chair since 1984.

Patrick is the author, co-author or editor of some 30 books on Australian politics and comparative institutions, including: Can Ministers cope? (1981), First among Equals (1985), Malcolm Fraser PM (1989), Australia's Mandarins (2001), The Governance of World Trade: International Civil Servants in the GATT/WTO (2004), and Cabinet Government in Australia, 1901-2006 (2007).

He is a member of teams examining the way that Westminster systems have evolved and mapping Australia's advisory capacity and is co-author of a study of the influence of staff in the World Bank. The projects are funded by the Australian Research Council.
