Submissions
Submissions were invited on any matter within the review's Terms of Reference. The closing date for contributions was 30 September 2008. All submissions were considered for both the Part A Report and Part B Report.
A further call for public submissions was made with the public release of the Part A Report from 1 December 2008 to 16 January 2009. These submissions were considered for the Part B Report.
