Executive Council, comprised of Executive Councillors, exists to advise the Governor on the exercise of the powers of the Governor in Council.
In Queensland, it is customary for Executive Councillors to be the same people who comprise the Ministry and Cabinet.
The Governor in Council is the Governor acting with the advice of Executive Council. Administrative action under numerous Acts, can be carried out only by the Governor in Council. These may include such things as appointments, making of subordinate legislation, approving expenditure and approving financial deeds of agreement. The Governor in Council gives legal authority to actions to be taken or decisions made under Acts of Parliament.

This is the principal Executive Council reference document for all departments and agencies and forms part of the Governing Queensland suite of policy and administrative handbooks.
