5.3 Parliamentary Secretaries

The entitlements outlined below will be considered as a standard for all Parliamentary Secretaries. Any variation to the standard entitlements will require the approval of the Premier.

Airline Club Memberships

Parliamentary Secretaries retain their memberships from Parliament House.

Cabcharge Cards

Parliamentary Secretaries are not issued with Cabcharge cards by Ministerial Services. They retain the card issued by Parliament House for use as an MP.

They may utilise Cabcharge dockets held in their Parliamentary Secretary Office.

Computers

Parliamentary Secretaries are entitled to a desktop PC or a laptop to undertake official duties.

Peripheral equipment is supplied on the basis of business needs.

Credit Cards

May be issued for overseas travel only, on the same terms as Ministers.

Entertainment Authorisation

Parliamentary Secretaries do not have authorisation to entertain. All entertainment requires the prior approval of the Premier.

Expenditure Authorisation

Parliamentary Secretaries can authorise their own expenditure to a limit of $10,000 per transaction.

A Minister may authorise their Parliamentary Secretary's expenditure up to the Minister's delegated limit.

Parliamentary Secretaries may request an expenditure delegation for their staff in the same manner as a Minister.

Home Phone

Entitlement as a MP is paid through Parliament House.

Home faxes are not provided except where a clear business need can be demonstrated.

Internet Connection - Parliamentary Secretary

A Parliamentary Secretary may choose to be reimbursed 85% of a private Internet connection in lieu of the reimbursement (by Parliament House) for one home telephone line. Limits as per Ministers (above) will apply.

Official Phones

Ministerial Services provides a digital mobile and car kit for the official vehicle.

A telecard will be issued where required.

Parliamentary Secretary's Office Budget and Expenditure

An office budget will be provided.

Parliamentary Secretaries' accounts are kept separate to Ministers' accounts and tabled separately each year.

Partner Expenses

Staff

Appointment of staff is approved by the Premier.

Travel Entitlements

  1. Allowances from Parliament House are available for MP activities, but not for official Parliamentary Secretary duties.
  2. Ministerial Services will pay actual travel expenses for official Parliamentary Secretary duties.
  3. Mini bar can be utilised to a maximum of $25 per day.
  4. When overseas, Parliamentary Secretaries may claim daily 'out of pocket' expenses to cover incidental items.

Travel to and from Electorate

Where required, this will be provided on the same basis as to Ministers.

Vehicle

  1. Official vehicle to a maximum standard equivalent to SES2 level
  2. This vehicle is also available for private use. However, fuel when on leave is a personal expense and should not be placed on the fuel card except if the Parliamentary Secretary is carrying out work duties. This vehicle may be used by the Parliamentary Secretary and the Parliamentary Secretary's partner or members of the Parliamentary Secretary's office or electorate staff. The vehicle must not be used for any commercial or business related purposes, or to display any form of advertising.
  3. A second vehicle will not be provided.
  4. A fuel card will be provided.
  5. A Toll card will be provided if there is a business requirement.
