4.4 Accommodation

4.4.1 Office accommodation

Leasing

Office leasing, parking and utilities costs will be a charge to the Office of the Minister.

Parliament House environs

Parliament House accommodation (including Electorate Offices and normal parking available to Members) will be the responsibility of and a charge to the Parliamentary Service.

Relocation/Repairs/Improvements/Furniture

Policy

With the exception of ad hoc requests for repairs, maintenance or the movement of furniture and fittings (which may be made to the portfolio department) all requests for accommodation changes are to be made to Ministerial Services in the first instance.

Requests that require expenditure over $5000 usually require the Premier's approval. Requests under $5000 will also require the Premier's approval where they are part of more significant works. This paragraph does not apply to pre-approved programs of work undertaken by the Government Office Accommodation Unit, Department of Public Works.

Procedures

Relocation, repairs and improvements will be undertakenby the Government Office Accommodation Unit (GOAU), Department of Public Works or the portfolio department in accordance with the Ministerial Office Accommodation Procedures. This document is available from Ministerial Services or the Ministerial Intranet.

Requests may be made by Phone or Email.

For works over $5000, a "Ministerial Office Accommodation Proposal" form is to be completted by GOAU, signed by the Ministerial Office and submitted through Ministerial Services. Requests do not need to proceed through the preliminary approval stage unless the scope of work is significant.

Where significant work is required, preliminary approval should be obtained before detailed costings are sought.

Once approved, Ministerial Services will send the proposal form to GOAU who will liaise with the Minister's Office to proceed with the project.

Note that if at any stage the project costs exceed the approved final cost estimate by more than 10% a resubmission is required with explanatory details attached.

4.4.2 Refurbishment

Policy

The refurbishment of Office accommodation, including furniture and fittings and office security, will be undertaken by Government Office Accommodation Unit of the Department of Public Works in conjunction with the Minister's Department (or the Parliamentary Service for Parliament House and Electorate office accommodation).

Requests for refurbishment in all cases should firstly be referred to Ministerial Services (outside Parliament House environs) or the Speaker of the Legislative Assembly (Parliament House environs). Requests for refurbishments outside Parliament House environs will require the Premier's approval.

The capital budget provided to Ministerial Offices, as part of the annual budget, is not provided for Office refurbishment but for the purchase of office equipment and associated costs. As such, funding availability within the Department, the Parliamentary Service or the Office Accommodation Program will be a prerequisite for refurbishments to proceed.

This section also applies to the relocation of a Minister's office to a new address, even if this is different to the address of the Department.

4.4.3 Parking

Policy

Ministerial Offices will be provided with a reasonable number of carparking spaces for official vehicles and any other necessary requirements.

Parking costs (other than those normally provided to Members by the Parliamentary Service) will be a charge to the Office of the Minister.
