1.4.2 Learning and Development
All employees are encouraged to develop their knowledge, skills, and abilities by undertaking professional development activities that have relevant vocational application.
Ministerial Services is committed to providing all employees with reasonable access to appropriate professional development.
Employees are advised of training initiatives and opportunities via local communication systems such as the Ministerial Intranet page.
Attendees of all types of training courses will be requested to complete an evaluation form on completion of each course.
If a registered attendee is not able to attend a scheduled training program they should endeavour, where possible, to find a replacement to attend in their place.
Where possible authorised attendees shall give Human Resources at least one week's notice of their inability to attend an internal course. Office budgets will be debited course costs where authorised attendees fail to attend, unless prior arrangements have been made. The cancellation of an external training course is subject to the cancellation policy of the provider. Any cancellation fees incurred will be debited against the employee's Office budget.
Expenditure Approval
Staff
Where the value of a course or conference is over $1,000 total cost, it needs to be approved by the Premier's Chief of Staff. This amount includes any travel and accommodation.
Parliamentary Secretaries
A portfolio related conference needs to be approved by the Minister. A non-portfolio specific conference over $1,000 total cost, needs to be approved by the Premier.
Training courses over $1,000 total cost needs to be approved by the Premier.
Ministers
A portfolio related conference can be approved by the Minister themselves.
A non-portfolio specific conference over $1,000 total cost, needs to be approved by the Premier.
Training courses over $1,000 total cost need to be approved by the Premier.
