Introduction

The Queensland Parliamentary Procedures Handbook provides a detailed description of the numerous functions of the Parliament and Legislative Assembly. This first edition is a collection of various pre - existing documents supplemented with some new material to expand the breadth of coverage. It has been prepared by the Parliamentary Service as a contribution to the Governing Queensland suite.

The Parliamentary Service is responsible for administrative support to the Assembly, providing advice to Ministers and other members on Standing Orders and other procedural protocols of the House.

The handbook is published in a modern page format to allow easier reading. The use of summaries and notes in the wide margin is designed to facilitate swift preview of text material and also to provide checklists for frequent users. The handbook is provided on the Internet to allow access to a wider audience. Frequent users will also value the hyperlinks within the electronic text on the CD version, allowing swift movement to related topics.

This handbook is the result of input from numerous Parliamentary Service staff. Indeed, some of the contents are from documents that were written some time ago and the authors are unknown. But acknowledgment for work on the handbook should be given to: Robert Doyle, the Clerk of the Parliament; Neil Laurie, Deputy Clerk and Clerk of Committees; Ian Thompson, Sergeant - at - Arms; Andrew Timperley, Parliamentary Officer (Table) and Sandy Musch, Executive and Administrative Support Officer.

The Parliamentary Procedures Handbook provides information designed to inform Ministers, other Members of the Legislative Assembly and departmental policy officers of the various procedures associated with the major functions of the Parliament. In particular, departmental officers will value the information provided about the legislative process, the tabling of papers and reports, and the estimates committee process. A list of contacts for matters associated with the Parliament is provided at the end of the handbook.
