7.17 Cognate debates

Standing Orders provide that the House may order that related Bills or Bills on related topics be considered together in a cognate debate. Cognate debate basically ensures that there is one question for the first reading, second reading, third reading and title. However, the Bills are considered separately in Committee of the Whole House clause by clause.
