7.9 Resumption of second reading debate
When the Clerk reads the Order of the Day (the Bill), the shadow Minister will be called by the Speaker to resume the second reading debate. The Shadow Minister or Member responding on behalf of the Opposition has a maximum speaking time of 60 minutes, all other Members have 20 minutes in which to speak to the Bill. After all Members have spoken the Minister has the right of reply (maximum of 30 minutes) before the question is put that the Bill be read a second time.
If the Minister's reply is a prepared speech the Chief Hansard Reporter requests two hard copies and one electronic copy. The electronic copy must be supplied on three and a half inch disks in any of the following formats:
- WordPerfect 5.1 6 for Windows or DOS (As no conversions are available, WP6.1 should not be used save documents as WP5.1 6.);
- WordPerfect 3 for Macintosh;
- Microsoft Word 6 for Windows or Macintosh, Rich Text Format; or
- Email to hansard@parliament.qld.gov.au.
Amendments can be moved to the second reading question and, if successful, delay or prevent the passage of the Bill. For example, a Member may move that the question be amended to delay the second reading until it has been referred to a parliamentary committee, or until another Bill is passed or to be read a second time on a future date.
