3.1 Votes and Proceedings
The Votes and Proceedings are the official record of the proceedings of the Legislative Assembly. They are in effect the minutes of the meetings of the Legislative Assembly and record matters such as:
- introduction and passage of Bills
- motions moved and debated
- amendments moved and debated
- papers and instruments tabled
- results of divisions
- times started and adjourned
- petitions presented
- description of ministerial statements
- attendance.
When a Bill is amended the text of the amendment appears in the Votes and Proceedings. The Office of Queensland Parliamentary Counsel accesses this information electronically to incorporate amendments in the revised Bill prior to its presentation to the Governor for the Royal Assent.
The Votes and Proceedings are signed and authorised by the Speaker and the Clerk of the Parliament.
The Parliamentary Papers Act 1992 provides for certificates to be signed by an authorising person stating a range of matters contained in the Act. A certificate is evidence of the matters stated in the certificate. The information contained in any certificate under the Act would be sourced from the Votes and Proceedings and the minutes of committee meetings.
