9.4 Procedure for answering Questions on Notice
Two hard copies and one electronic copy of each answer must be hand delivered to an officer of the Bills and Papers Office by an appropriate ministerial or departmental officer.
All answers must be accompanied by a covering letter which clearly identifies those questions being answered. This letter must be signed by the Minister or an appropriate ministerial or departmental officer. An example of a covering letter is as follows:

When the answers are received (by hand delivery) by an officer of the Bills and Papers Office a check will be made to ensure that all relevant hard copies and electronic copies have been provided. Once this has been verified by the Bills and Papers officer an ink stamp will be placed on the covering letter. The ministerial or departmental officer who hand delivers the answers will be required to counter sign this stamp to the effect that they agree that the relevant answers have been received on the specified date.
A photocopy of the covering letter will be made by the Bills and Papers officer for their records and the original will be returned to the ministerial or departmental officer for their records. Ministers should ensure that these endorsed covering letters are kept as they can be used as confirmation that answers to Questions on Notice have been received by the Bills and Papers Office.
