3.1 Ministers

Ministers are responsible to Parliament for the operation of all Government Boards and agencies within their portfolios. They have the authority either directly to make appointments to Government Boards, or indirectly to recommend appointments to Cabinet or the Governor in Council. The authority of a Minister to give directions to a Board is spelled out in the enabling legislation, if any.
